Delhi Activates Early Air Pollution Mitigation Plan; Bans Polluting Buses

New Delhi, Sep 18 (PTI) – The Graded Response Action Plan (GRAP), a comprehensive set of emergency measures designed to mitigate air pollution in the Delhi-NCR region during the winter months, has been activated earlier than usual this year, ahead of the typical start date of October 1. This proactive measure comes as authorities aim to tackle the perennial issue of deteriorating air quality in the national capital.

The Commission for Air Quality Management (CAQM), an independent body tasked with devising strategies to enhance air quality in Delhi and its surrounding areas, announced on Wednesday that polluting buses from neighboring NCR states will be prohibited from entering Delhi if the city’s Air Quality Index (AQI) hits Stage III – ‘Severe’ (AQI between 401 and 450). This decision underscores the urgency to curtail sources of pollution that contribute significantly to the region’s air quality woes.

In an effort to balance regulatory measures with practical considerations, exceptions will be made for buses running on cleaner fuels, including CNG (Compressed Natural Gas), BS VI compliant vehicles, and electric buses. Moreover, buses and tempo travelers holding an all-India tourist permit will be exempt from these restrictions, ensuring that tourism and essential travel are not unduly disrupted.

For context, GRAP is structured into four stages based on the severity of Delhi’s air quality: Stage I – ‘Poor’ (AQI 201-300); Stage II – ‘Very Poor’ (AQI 301-400); Stage III – ‘Severe’ (AQI 401-450); and Stage IV – ‘Severe Plus’ (AQI >450). Each stage triggers specific actions to control pollution levels and protect public health.

As of Wednesday, Delhi’s AQI stood at 115, categorized as ‘Moderate’. While this is relatively better compared to peak winter months, early implementation of GRAP aims to prevent a rapid decline in air quality as temperatures drop and atmospheric conditions change.

This strategic approach by CAQM highlights the critical need for timely interventions to combat air pollution and safeguard the health of millions residing in the Delhi-NCR region. By enforcing stringent measures and promoting cleaner transport alternatives, authorities hope to achieve a significant reduction in air pollutants and improve overall air quality.
